Affordable Housing Development in West Texas: IBI's 45-Year Track Record

When Investment Builders Inc. was founded in El Paso in 1978, affordable housing development in West Texas looked very different. There was no LIHTC program. Federal funding was inconsistent. The tools developers had were limited, and the need was acute.
Ike J. Monty, IBI's founder and president, started building in that environment — and kept building through every shift in the federal and state housing landscape that followed. The LIHTC program launched in 1986. HUD programs evolved. TDHCA grew into one of the most sophisticated state housing finance agencies in the country. Through all of it, IBI stayed active, competitive, and productive.
The numbers today: more than $1 billion in completed development projects. More than 8,000 affordable and senior housing units built across Texas, New Mexico, and Arizona. Over 30 developments and 2,500 units in El Paso alone. A consistent presence on TDHCA's recognized developer list.
What those numbers represent, practically, is decades of relationships — with housing authorities, city planning departments, local lenders, investors, and the residents who live in the communities IBI has built. Real estate development at this scale isn't just a capital and construction exercise. It's a long-term community commitment, and IBI has made it in El Paso and across the Southwest.
